Job Alert improvement to include value filters of non active jobs

I've configured a Job Openings filter with all the italian districts (actually more than 100) of the jobs we are (or potentially would) looking for. Actually the Alert plugin (if configured to take that filter) let select just the items of actually active jobs. However if I was a subscriber I would love to select my own district, even though there are no actually job openings for that district, in order to be informed once the company opens a job in that district. Is it possible to allow the Job Alert to take all the items configured in Job Openings filters instead of just those of the actual jobs open?
